Cecilia realizo análisis de inversión capacidades organizacionales con el fin de apoyar la toma de  decisiones para hacer el trabajo en derechos humanos de Amnistía más sostenible; esto fue en un momento importante de la descentralización de las operaciones de Amnistía Internacional de todo el mundo que esta facilitando que AI sea reconocido como un actor legitimo y relevante en todo el mundo.
