Co-Author: CDA Total Austral Argentina, Vaca Muerta Field Visit Report
In the spirit of collaborative learning, CDA has engaged with Total over a period of 12 years, visiting operations in Myanmar, Nigeria, Bolivia, Uganda, and other countries. CDA is a non-profit organization committed to improving the effectiveness of national and international actors who provide humanitarian assistance, engage in peace practice, undertake responsible business practice, and are involved in supporting sustainable social investment and development.
In continuing this work, Dost Bardouille-Crema, CDA Director, and Sarah Cechvala, CDA Program Manager and Cecilia Milesi –as independent consultant- visited Total Austral’s operations in Vaca Muerta, Neuquén, Argentina and met with a wide-range of stakeholders there and in the capital Buenos Aires, Argentina from February 23rd – March 11th 2015. The Vaca Muerta formation –discovered in 2010- ranks second in the world, behind China, in potentially recoverable shale-gas reserves and ranks fourth in shale oil, which is estimated to be 27 billion barrels. Increasing investments in the region, however, are having a complex socio-economic impact.
This report presents the observations gathered during the field visit and an analysis and the potential options for Total Austral to consider in their operations in the region and the constantly changing context. In many ways this report is not CDA’s report. Rather, it reflects the opinions of those company staff and stakeholders who were willing to share their observations and provide suggestions. The CDA team serves as an independent channel (porta-voz) for local stakeholders who expressed their opinions freely and to analyse the overlap, or discrepancies, between the various opinions. In cases where the CDA team has made observations, the intention is always to be factually correct.
The report also provides options for Total Austral to consider in order to achieve and maintain positive relationships with stakeholders at all levels and to implement effective social investment projects that lead to positive, sustainable impacts for the region.

Con espíritu de aprendizaje colaborativo, CDA ha colaborado con la empresa Total durante un período de 12 años. Durante este tiempo, CDA ha visitado las operaciones de Total en Myanmar, Nigeria, Bolivia, Uganda y otros países. CDA es una organización sin fines de lucro dedicada a mejorar la eficacia de los actores nacionales e internacionales que prestan asistencia humanitaria, se dedican a la promoción de la paz, se comprometen a la práctica responsable de los negocios, y están involucrados en el apoyo a la inversión social y el desarrollo sostenible.
Continuando con este trabajo, Dost Bardouille-Crema, Directora de CDA, Sarah Cechvala, CDA Program Manager, y Cecilia Milesi – Consultora independiente- visitaron las operaciones de Total Austral en Vaca Muerta, Neuquén, Argentina y se reunieron con una amplia gama de actores allí y en la capital de Argentina, Buenos Aires, entre el 23 febrero-11 marzo 2015. La formación de Vaca Muerta -descubierta en 2010- se considera hoy la segunda en el mundo, detrás de China, en tanto cantidad de reservas de gas potencialmente recuperables; y ocupa el cuarto lugar en cuanto petróleo, que se estima siendo 27 mil millones de barriles. El aumento de las inversiones en la región está teniendo un impacto socio-económico complejo.
Este informe presenta las observaciones recogidas durante la visita de campo, el posterior análisis por parte de CDA, asi como las opciones de mejoras potenciales presentadas a Total Austral a considerar en sus operaciones en la región y en un contexto en constante cambio. De alguna manera, este informe no es el informe del CDA. Más bien, el informe refleja las opiniones de los empleados de la empresa y los actores interesados y que estaban dispuestos a compartir sus observaciones y ofrecer sugerencias. Asi, el equipo de CDA sirve como un canal independiente (porta-voz) para que las partes interesadas locales expresen sus opiniones libremente, mientras que analizamos la superposición o discrepancias entre las diversas opiniones.
El informe también proporciona opciones para que Total Austral considere con el fin de lograr y mantener relaciones positivas con los grupos de interés en todos los niveles y para implementar proyectos de inversión social eficaces que conduzcan a impactos positivos y sostenibles en la región.
